Laguna Lake Development Authority Building as the First BERDE Certified Government Office

The Laguna Lake Development Authority Building is the first green building government office in the country to be BERDE (or Building for Ecologically Responsive Design Excellence) certified.

TAGUIG CITY – 12 December 2016 – The Philippine Green Building Council’s (PHILGBC) BERDE  3-Star rating was officially awarded to the Laguna Lake Development Authority (LLDA) Building during an awarding ceremony held at the LLDA Building, National Ecology Center, Quezon City.

The two four-story buildings interconnected by bridge ways on all levels, are energy-efficient, climate-smart, ecologically adaptive and occupant-friendly. The building’s orientation minimizes heat gain and captures wind thus promoting natural ventilation in 86% of the total gross floor area. The LLDA building has double low-emitting argon windows that improves energy efficiency, and insulate walls that prevent heat absorption making rooms naturally cooler. The new headquarters also has its own waste water treatment facility and three rainwater harvesting tanks.

The LLDA building was previously certified with a BERDE 2-Stars rating for Stage 1 – Design, then acquiring a BERDE 3-Star rating for Stage 2 – As-Built.

TUV Rheinland Philippines, Inc. represented by Chief Operating Officer Tristan Loveres shared the role and purpose of a third-party assessor in the whole certification process. Loveres shared that as third-party, they had to ensure compliance of the facility with the established BERDE Green Building Rating Scheme. Loveres also expressed his support to the PHILGBC, “[T]his is where TUV Rheinland actively supports the Philippine Green Building Council in ensuring credibility, objectivity, and competence of the whole certification process.”

Gabriel “Gabbie” Cascante, is a member of the Board of Trustees since 2016. He is one of the representatives under the Individual, Academe & Advocates member category. He is currently the Chair of the Membership Committee of the PHILGBC.

Gabbie is a registered and licensed architect by profession and a Certified BERDE Professional (CBP). He serves and shares his expertise as a Principal Architect, Consultant, Project & Construction manager, and Senior Partner Architect. His twenty seven years of extensive architecture experience allowed him to master the design, sustainability, construction, and management of building development.

From 2009, he is part of the Ecotektonika team as Consultant / Project Manager. In 2014, he became part of their Board of Directors. In his term, he designs and manages sustainable design projects like commercial and industrial buildings, and government buildings. His design of the Laguna Lake Development Authority Building is an example of an ecologically sustainable design project. It has been awarded a BERDE 3-Star rating. The LLDA office is the first Green Government Building using the BERDE Green Building Rating System. It showcases green building practices in the government sector and is a catalyst for other government agencies to follow.

He also provided his technical expertise during the development of the Green Building Program of Mandaue City, Cebu, a local government program promoting sustainability.

Carlos Rufino: A Visionary in Real Estate Development and a Leader in Green Building

Carlos “Charlie” Rufino is a prime mover in the real estate development and an exemplar green developer.

A visionary, and despite the 1997 Asian Financial Crisis that struck and left many businesses bankrupt, Charlie was able to see the potential of a former military base.  He knew that he can make something great out of the then barren and former military base and turn it into a great and remarkable city — Bonifacio Global City (BGC).

As Chief Executive Officer of The Net Group, he focused and invested on green office projects and built the first high rise building in Fort Bonifacio, The Net One Center. Evidently, he was able to build and develop a city in only a span of 25 years.

Charlie has achieved numerous notable projects but considers his involvement in the development of Fort Bonifacio to be the highlight of his career. For him, seeing and being able to share his experience in contributing to the growth and development of Bonifacio Global City is incredible and fulfilling.

“I have been doing projects, I’ve been doing tall buildings, … But doing a city and seeing something grow from 20-25 years ago to what it is today is unbelievable to see because very few can really experience it. At the beginning there was nothing and you’re just looking at conceptual drawings to really seeing something there. And I can share that experience because I think for many people, this process is usually from 50-60 years and the people who start are usually no longer available at the end but I’ve been able because of the past growth of Bonifacio we’ve been able to see in 22 years what has really happened.”

Together with Jacques Dupasquier, Charlie formed The Net Group, the largest developer of premium office buildings in Bonifacio Global City. The success of the company is attributed to the impeccable reputation of the two co-founders and their team. The Net Group is known in the industry as a company that delivers on its commitments. Charlie considers having a clean and good track record very important as it goes a long way. Further, he believes that in building projects, one must not create  “win-lose” situations wherein only one party benefits and the other does not.

Charlie and Jacques are advocates of sustainable development. They are prime supporters of the Philippine Green Building Council (PHILGBC), the largest green building movement in the country.

Green building has been a part of Charlie’s vocabulary for the longest time. Ten years ago, the Philippines started to become a focal point of international groups who brought their own model of development with international standards. Charlie took this opportunity to align his interest in green building. He invested in the cost and marketing of his advocacy. Thus, giving him a greater understanding that green does not only apply to the design of the building but also on how a building is being used.

During the early years of PHILGBC, Charlie encouraged his son Ramon, who then just came back from finishing his Master’s Degree in Real Estate Development from Colombia University, to support the movement as pushing green building among all sectors is constructive and rewarding.

“We should be involved if we can, Let us be part of the early starters… So we’re very happy that we worked with them [PHILGBC]. Because I think being there at the start and having to push it among all the sectors whether you are a developer, supplier, designer, engineer is very fulfilling. And I think everybody has to be involved because at the end of the day green building helps us… In terms of telling our commitments to all our tenants that we’re also part of the PHILGBC means we know the language that we’re talking about, and we are a fierce proponent for this advocacy.”

Today, The Net Group is a leader in green building development. All the Net buildings are under various stages of certification under the BERDE green building rating system. In fact, Net Lima building is the first certified green building in the country under BERDE with a 4-stars rating. Another property, the Net Park, is currently eyeing to achieve the highest rating under the BERDE green building certification.

Presently, the industry has matured to the point it is no longer unknowing with the importance of green building. Nevertheless, Charlie remains committed to do and have collaborative spaces intended for sustainable development. He intends to gather the best minds among all sectors to come up with possible solutions and improvements for the development of cities.

“You can only move forward once you have a vision.”

Charlie is not planning to stop and rest on his laurels any time soon. For him, envisioning and planning for the development of cities are very significant. As a matter of fact, given the accomplishments that he has achieved, he plans to commit his time to be able to do something in the future to integrate the best planning in greening the cities of Makati, Pasig, and other surrounding areas.

Unquestionably, Charlie is a remarkable person. A groundbreaker in green building development. A visionary leader that continues to inspire the next generation. Advancing confidently in the direction of his vision as he translates it into reality.

BERDE Program Progress Report

Keep up-to-date with updates on the development, certification, and education under the BERDE Program.

Development

In 2013, PHILGBC, in partnership with the Department of Energy, released nine (9) BERDE Green Building Rating Schemes (GBRS) for New Construction, Retrofits and Renovations, and Operations.  This year, we will be embarking in another cycle of updating the current BERDE GBRS responding to more efficient technologies and practices, improving usability of the schemes, and enhancing processes for certification.

Members of the PHILGBC can participate in the development by sending insight and feedback on the rating schemes.  The insight on the use of the system and feedback on the rating schemes contribute to improving the National Voluntary Green Building Rating System.  Send your feedback through email at berde@philgbc.org.

On the other hand, the need for rating schemes that addresses the different requirements of the various building types is increasing.  Projects may now be involved in the development of a new scheme through the BERDE Pilot Program.  The Pilot Program allows the development of a bespoke rating scheme and certification of the project under the new rating scheme.  For more information, contact the PHILGBC National Secretariat.

Certification

There is an increasing demand for BERDE Certification in the Cebu province, particularly in the City of Mandaue where implementation of the Mandaue Green Building Ordinance is in full-swing.  Newly registered projects include the Mandani Bay Suites Tower 1 and 2 of HT Land, Inc. in Mandaue City, and the Latitude Corporate Center of BL Ventures, Inc. in Cebu City.

Education

The PHILGBC is accepting requests for in-house trainings for BERDE Professionals Basic Training Course.  Interested organizations may request for trainings through the PHILGBC National Secretariat through email at berde@philgbc.org.

Philippine Green Building Council Closed the Year with Annual General Membership Meeting and Board of Trustees Elections

Giving recognition to the milestones of the Philippine Green Building Council for 2016.

TAGUIG CITY – 07 December 2016 – The Philippine Green Building Council (PHILGBC) ended 2016 with the Annual General Membership Meeting (AGM) and Elections Board of Trustees (BOT) last 07 December at the Mayuree II, Dusit Thani Manila, Makati City.

During the meeting, reports from the Chairman, Secretary and Treasurer were presented to the members.

For the Chairman’s Report, Ramon Rufino recapped all the activities and programs accomplished by the PHILGBC in 2016. This includes updates on BERDE, partnerships donor agencies and government, activities with the youth, the annual BG Conference – BG2016, participation in international activities and membership meetings among others. Rufino particularly highlighted the PHILGBC’s Established Membership Status to the World Green Building Council.

[E]stablished Member is the highest possible level of membership at the World Green Building Council, what it means is that we as a council over the years have developed enough momentum in terms of our systems, procedures, and our structure in terms of our advocacy, to be able to qualify for Established Member status. This is also important because this allows us a seat on the discussions at the World Green Building Council level for global programs and initiatives to push green building and sustainability across various real estate sectors, across the globe.

In the Secretary’s Report, Emma Topacio recognized PHILGBC’s Corporate Sustaining Members, as well as the number of good standing members and new individual and corporate members. Lastly, in the Treasurer’s Report, Michael Reyes provided a breakdown of finances of the council for 2016.

During the Members’ Hour, Ayala Land Inc. shared their sustainability program to the membership.

The Elections of the Board of Trustees for 2017-2018 was facilitated by PHILGBC COMELEC Chairman Atty. Saviniano M. Perez, Jr. Two newly-elected members of the BOT are:    

  1. Jeroen Van Straten, Chief Executive Officer. Air & Odor Management representing the Manufacturers and Suppliers category.

2. Francisco Arellano, SAVP, Head – Corporate Quality Environment, Safety and Healthy, Maynilad Water Services Inc. representing the Contractors and Specialty Trade Contractors category.

PHILGBC’S SIGNIFICANT ACCOMPLISHMENTS FOR 2016

The year 2016 has been a transformative and operative year where the PHILGBC achieved significant progress as a Green Building Council.

I. ESTABLISHED MEMBER OF THE WORLD GREEN BUILDING COUNCIL

In June, the Philippine Green Building Council was given the status of Established Member, the highest level of membership of the World Green Building Council. This means that as a Green Building Council, it is fully operational, running impactful programs and have shown stability and national positioning. It is the go-to organization regarding green building in the country. Being an Established Member also signifies that the Philippine Green Building Council is continually working towards bringing together the property sector in a single platform for cooperation.

II. SPEAKING ENGAGEMENTS

Throughout the year, PHILGBC reinforced and established new relationships with academe, government, and various organizations. Being the go-to organization on green building, the council provided their technical expertise in the fora and conferences of the following organizations:

• “8th CE- Logic National Electronic Conference: Go Green – Sustainable Libraries and Learning Spaces in the 21st Centuries” by CE – Logic Inc.
• “Sustainable Enterprise Summit 2016” by Enderun Extension and JCI Manila;
• “3rd Annual Power and Electricity World Philippines and Solar Show Philippines 2016” by Terrapin;
• “Building Momentum in Leadership and Management for Professionals and Specialists in Millennial Libraries and Information of Century” by Davao Colleges and Universities Network
• “Socialized Housing Challenges” by Housing Solution Congress;
• “National Building and Property Management” by Philippine Association of Building Administrators;
• “Philippine Airport Summit: Green Airport” by Ezkom-Events;

III. PARTNERSHIP WITH USAID B-LEADERS ON CAPACITY BUILDING IN MANDAUE CITY FOR THE IMPLEMENTATION OF THEIR GREEN BUILDING ORDINANCE

The City of Mandaue partnered with PHILGBC in ensuring the effective implementation of their Green Building Ordinance. Mandaue adopted the BERDE Green Building Rating System for the provisions of green building certification, and as a guidance for green building within the city.

Through the Building Low Emission Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) Project of the US Agency for International Development (USAID), PHILGBC provided technical assistance in capacitating the internal and external stakeholder of the city.

Major outputs of the project are the:

    Green Building Toolkit, which is a user-friendly tool for the implementation of the Green Building Ordinance of Mandaue City.
–     Investment Code, which outlines the incentives for green building projects in the City of Mandaue.

IV. BERDE

In supporting the continuous development of BERDE, PHILGBC established BERDE Pilot Program. In January 2016, PHILGBC had a signing of a Memorandum of Agreement on BERDE Pilot Project Assessment & Certification with Monocrete Construction Philippines, Inc. MCPI and PHILGBC agreed to collaborate in developing an appropriate BERDE GBRS for operations of an industrial facility for engineering products.

PHILGBC conducted various workshops with Monocrete to develop a rating scheme with parameters that are appropriate for their building type.

As of December, there are currently 21 leading and participating companies under the BERDE Program. PHILGBC has recently certified the Laguna Lake Development Authority Building as the first BERDE 3-Star Certified government office.

V. WORLD GREEN BUILDING COUNCIL EVENTS

The council strengthen its relationship with the GBC network. PHILGBC participated in four World Green Building Council’s events this year:

  •     The WGBC Asia-Pacific Regional Network Mid-Year Meeting that was held in Seoul, South Korea last April, where PHILGBC discussed with the member GBCs in the APN emerging issues on green building and administrative concerns in building stronger regional connections.
  •     The WGBC APN Year-End Meeting in Mumbai, India in October 2016 where the regional member councils gathered together, and discussed updates about each council. This year’s year end meeting focused mainly on WGBC updates, local implementation of WGBC Better Places for People Campaign, and plans for the improvement of local GBCs.
  •     The World Members Day in Stockholm, Sweden in October, where the representatives of the 74 country GBCs gathered to share ideas and establish strategies to reinforce their global movement in promoting green building, and to support local initiatives in sustainability.
  •     The WGBC Congress Day also held in Stockholm, Sweden last October which talked about the use the green certifications, indoors environment and health, sustainable real estate management and smart new technology to actively contribute in sustainable living.

VI. REGULAR MEMBERSHIP MEETING

The council maintained its strong relationship with its members and recognized their leadership through relevant programs and activities.

In June, the council held its Regular Membership Meeting which featured a presentation on the Philippine Green Building Code by Arch. Rey Gabitan, FUAP, chair of the Board of Consultants of the Department of Public Works and Highways (DPWH).

During the meeting, the council also recognized their sustaining corporate members who are at the forefront in their campaigns:

The Council also presented a Certificate of Recognition to The Net Group for their valuable support as Diamond sponsor of the National Secretariat and BERDE Secretariat since 2010 to present.

VII. GREEN BUILDING WORKSHOP FOR YOUNG PROFESSIONALS

The council also reached out and engaged the academe through the Green Building Workshop for Young Professionals in June. This workshop allowed the young professionals to share their insights on current sustainability practices, to know more about BERDE, and to know the council’s insight on the different career opportunities in green building.

VIII. POWER BREAKFAST – INSPIRING GREEN

The council initiated this series wherein PHILGBC engaged the owners and chief executives of their member groups to discuss emerging issues in their respective sectors. In July, the council held the Power Breakfast with the Property Developers, Owners and Brokers’ member group which was attended by – Italpinas, Arthaland, The Net Group, Aseana and KMC MAG. The group shared their insights on how they can help the council and how the Council can assist them in promoting green building in other parts of the country.

IX. 1st PHILGBC AWARDS ON LEADERSHIP IN GREEN BUILDING

The PHILGBC awards are designed to showcase and celebrate the achievements of movers in the building and construction industry in the country, and to highlight their green building leadership both locally and internationally. The goal of the PHILGBC Awards is not only to recognize the significant contribution of member companies in Green Building and Sustainability but also to inspire the local real estate industry that projects can be successful and profitable in both an economic and environmental sense. The local winners were the official nominees of the PHILGBC to the 2nd World Green Building Council-Asia Pacific Network’s (WorldGBC-APN) Leadership in Green Building Awards.

Winner for the Business Leadership in Sustainability is: Arthaland Corporation Winners: Commercial building – Zuellig Building by Bridgebury Realty Corporation Residential building – Primavera Residences by Italpinas Euroasian Design and Development Corporation.

X. BUILDING GREEN

As part of the council’s mandate to promote and educate the public on the latest information and technologies on green building, they conducted two Building Green (BG) events. The BG events are designed to share current trends in sustainability, showcase green technologies and to encourage the different sectors of the building industry to be part of the campaign.

The Building Green Product Spotlight held last July focused on available solutions from PHILGBC’s Sustaining Members that may help in designing, constructing, and operating green. The event allowed PHILGBC to feature its members in the Manufacturers and Suppliers sector group and shared their insights in promoting sustainability through the latest in green technologies and services in the market with the council’s members and the public.

The Building Green Conference which was held as part of the celebration of the World Green Building Week last September brought together over 130 fellow green builders from the academe, civil society, government, business professionals, and other stakeholders of the building and construction industry. The conference discussed about sustainability initiatives, government actions, the present issues and trends on green building, and international perspectives and insights on the current and future landscape of the green building industry.

The PHILGBC entered into a new partnership that would create a research study on green building in the country. The council signed a Memorandum of Agreement with Leechiu Property Consultants, Inc. and Aviso Valuation Services and Advisory to develop a green building study. The study will focus on a green building market development research to assess the current status of the uptake of green building in the industry. Proposed sections of the study include: Green Building Investment Outlook, Value of Green Buildings, and Green Building Health and Wellness Outcomes. PHILGBC will lead the effort in engaging its members and industry partners to participate in the project.

XI. GENERAL MEMBERSHIP MEETING AND ELECTION

PHILGBC also held the annual General Membership Meeting where the Chairman, Secretary and Treasurer of the Board each presented their reports regarding the council’s progress for 2016. During the meeting the council recognized its Silver Sustaining Corporate Members: Autodesk Pty. Ltd, Nitto Denko Philippines Corporation, and Stellar Equipment and Machinery.

The Annual Election was held wherein a new set of Board members were elected for the calendar year 2017-2018. The newly elected members of the Board are as follows:

  •     Mr. Ramon Rufino reelected for Property Developers, Owners, and Brokers;
  •     Mr. Jeroen Van Straten newly elected for Manufacturers and Suppliers; and
  •     Mr. Francisco Arellano for Contractors and Specialty Trade Contractors

MESSAGE FROM THE CHAIR: Mr. Ramon D. Rufino

The challenge was to step up and lead – and that’s exactly what we did.

The year 2016 represents a momentous milestone for our council. It was a year full of accomplishments and remarkable progress. Our mission to share the knowledge on green building practices in the industry to guarantee a better, safer, and healthier environment for us to live, work and play in allows us the greatest latitude to prioritize and innovate. In line with this, we have been tirelessly campaigning for the transformation of our market and industry.

We have built partnerships across the property sector, developed programs on sustainability with partners from the government, academe and civic and cause oriented groups, and promoted and developed investment grade research to facilitate green building in industry. We have become a trusted resource of effective leaders seeking market transformation and partnerships in developing communities. In fact, our council’s opinions are valued in the areas of policy development, business development, and environmental expertise. We have moved from having a seat at the table to helping to set the agenda.

To effectively regulate the projects in the country, we have established and has been continuously developing our own rating system, the Building for Ecologically Responsive Design Excellence (BERDE). It is in line with international development standards, and harmonized with national and international building and environmental standards.It is used to measure, verify, and monitor the environmental performance of buildings that exceeds existing mandatory regulations and standards.

The year 2016 has been a dynamic and constructive year for us as we have become an Established Member of the World Green Building Council. We are now among the ranks of the USGBC, GBC Australia, Hong Kong GBC, South Africa GBC, Japan GBC, Singapore GBC, United Kingdom GBC and others in promoting sustainability in our respective countries.

I am very proud of our progress—what we did, how we did it, and how we continue to step up. This progress and operational agility for our organization that is just 9 years old is truly remarkable. We see now that the strategic works our organization has been pursuing these last few years has prepared us well for the celebration of PHILGBC’s 10th year in 2017.

Yet there is still so much left to accomplish and our mission is far from over.

We will continue our efforts to share and promote industry knowledge on sustainability, green building practices, and strategies. We welcome the new year inspiring confidence and building trust. Together, with your continued support and partnership, we will continue to transform the market.
